I don't think so, according to the Canadian Polysporin tube I have.
Neosporin is not available over the counter up here. I shall check via

AHA.....yes, you are right. Petrolatum AND mineral oil are in the base

Silly as this may sound, my dermatologist once recommended using Crisco
(lard), preferably out of the fridge. Pure vegetable oil and nice and
cool. Worth a shot, I should think. Worked for me. And no details
will be provided, lol.
You could phone your pharmacist as well. I am assuming it is a holiday
