Outdoors, yes. But indoors a .22 has very little penetrating capability in
standard building materials.

Both will travel further than .22's and have much more penetration. Okay
for a private home, but dangerous for an apartment.

Shotguns are great. The penetrative power at a distance is minimized by the
spread. A 12 gauge with 000 Buck shot hits a target with the force of nine
..44 magnums.
