Sure, I agree, those are essentially the same. What's different is
saying "I'd like to fire a gun at Jews and am thinking of buying a gun
to do it with". Since he never said it, the point is moot, but
depending on how something like that is expressed, it could very well
be construed as a plan.

imputed by c-droog or anyone. i think we'd be required to report a credible

Well, no expert am I, but I think it would take a bit more to get the
police to act on such a tip, and certainly a lot more to create any
reporting obligation on the part of anyone reading. Reporting "I want
to buy a guy and shoot Jews" probably wouldn't get you much more than
the suggestion to complain to his ISP. Reporting "I want to buy a gun
sometime next month and shoot some Jews at this kosher market down the
street" would probably be another story, especially these days.
