What I would try if I had your problems of persistent highs would be
to keep testing when it was low to see if there was a low threshold
going below which caused the liver dump which pushes the BG up. Then I
would hopefully be able to match my BG consumption by snacking
regularly on very tiny amounts to keep the BG from dropping to that
threshold trigger level, but small enough to stop it from rising more
than a little.
