.... Flash Flood Watch remains in effect from noon EST today
through this evening...
The Flash Flood Watch continues for
* portions of central New York... southeastern New York and
northeast Pennsylvania... including the following areas... in
central New York... Broome... Chemung... Chenango... Delaware...
Otsego and Tioga in southeastern New York... Sullivan in
northeast Pennsylvania... Bradford... Lackawanna... Luzerne...
northern Wayne... Pike... southern Wayne... Susquehanna and
Wyoming.
* From noon EST today through this evening
* a strong storm system and associated cold front will bring a
band of heavy rain and embedded thunderstorms this afternoon and
early evening. Around an inch of rain could fall in less than an hour's
time... as this rain band moves through.
* In general... flooding is not expected on the larger river
systems. Half to three-qurarter bank full rises are
anticipated at this time in the Susquehanna and upper Delaware
River basins.
Sharper rises are possible on some of the headwater points
and faster responding tributaries... like Sherburne...
Monroeton... and Cooks Falls.
Flooding of urban areas... small streams... creeks and other
drainage areas is possible. People in and near the watch area
should watch for heavy rainfall and be prpared to take immediate
action if flooding occurs or a warning is issued. A Flash Flood
Watch means that conditions may develop that lead to flash
flooding. Flash flooding is a very dangerous situation.
You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
High Wind Watch

.... High Wind Warning in effect from 1 PM this afternoon to 7 am
EST Saturday...
The National Weather Service in Binghamton has issued a High Wind
Warning... which is in effect from 1 PM this afternoon to 7 am EST
Saturday. The high wind watch is no longer in effect.
Low pressure moving up the Ohio Valley will strengthen as it moves
northeast towards central New York and northeast Pennsylvania on
Friday. A strong cold front associated with this low pressure
system will cross the area this evening and usher in much colder
conditions.
A line of thunderstorms is expected to accompany the front as it
crosses the area. The most intense winds are expected along and
just behind this line of thunderstorms. Strong winds will
continue as the front passes and much colder air pours into the
region tonight and into early Saturday morning.
A High Wind Warning is issued when sustained winds of 40 mph are
expected for at least an hour... with frequent gusts of 58 mph or
greater at any time. Damage to trees... power lines... and property
are possible with winds of this magnitude. Be prepared for the
possibility of trees blocking roads and widespread power outages.
Motorists in high profiles vehicles are advised to use caution
until the wind subsides.

.... Severe thunderstorms are possible this afternoon into the early
evening across central New York and northeast Pennsylvania...
A strong storm system will approach the area this afternoon... with
a sharp cold front swinging across the region during the late
afternoon and early evening hours.
A band of heavy rain... including thunderstorms... will develop along
and just ahead of the cold front. Due to the strength of the front
and an enhanced jet stream... any thunderstorms which develop could
produce damaging wind gusts in excess of 60 mph.
A Flash Flood Watch is in effect for the region. For further

Additionally... once the cold front GOES by... strong gusty winds and
much colder temperatures are anticipated Friday night. A High Wind
Warning is in effect Friday night and early Saturday. For more
