Mind transplant from politically incorrect into the brains of rulers?

Is this possible, that they cut out piece or part of mind from your
brain with all it's knowledge and experience and transplant it to
another person?

Like, i.e. take from "politically incorrect" and implant into desired,
obedient individuals that do not question authority, or into the
rulers themselves?

By this way, rulers would be most intelligent and smart people,
because they could order each ability present in the State, and buy it
or extract it by force? They could than lead the country solving any
problem with "borrowed" parts of mind, talents, ability, and
experiences of the subdued.

How would you call such a system?

What is it? What *-cracy?

.... then international observers would be needed to protect opposition
minds in such coutry, but the mind manipulators were smarter: they
would "stuff" a mind when observed for few minutes while mind guardian
passed, and disassemble it back or worse immediately after that.

Additionally, all worst characteristics of the political leaders and
"the elect" would be mindsurgically extracted from their minds, and
thrown into minds of the "politically incorrect", who would go
berserk, crazy, unable to control that quantity of evil
characteristics, ending up in mental hospitals, under mind drugs, or
in prisons if they commit a crime, unable to resists the mind waste in
their brains.

Even further. The most disobedient would be punished by cutting mind
power from their spinal cord and from their nerves, turning them into
puppets, so their bodies would obediently follow the thoughts of the
"guardians" (this time system's, not observer guardians), instead of
their own.

For even more disobedient, mind "guardian" would take control of their
body while walking and make them walk absent-minded in front of a car,
or become absent-minded when they drive a vehicle ...
