National weather service release:

No significant rainfall has occurred so far over the advisory area
but a strong front is expected to move through the region on Friday.
The most significant rainfall is expected to start in the early
morning hours on Friday as a strong front pushes toward the San
Francisco Bay region. Rainfall is expected to pickup during the
morning hours after daybreak and as the front approaches. Frontal
passage through the San Francisco area is expected by early
afternoon... the San Jose area by mid to late afternoon... and the
Monterey Bay region by evening. Rainfall totals by frontal passage
time in these areas could easily reach 2 to 6 inches and possibly
higher at the highest elevations... particularly coastal hills where
the expected strong winds will enhance rainfall. Moderate or heavy
rainfall will have the potential to cause rapid rises on local
creeks and streams. Also... urban flooding problems can be expected
to impact travel on Friday as the front moves through.
Because runoff from heavy rainfall is expected to cause localized
ponding or flooding on some roadways... poor drainage areas and low
lying spots... caution is urged for travel on Friday. Allow extra
time to get to your destination. If water covers the roadway do not
cross it. The water may be too deep to allow your vehicle to cross
safely.
Over areas where heavy rainfall occurs... significant rises on small
creeks and streams may cause overtopping of some. People who live
near small creeks and streams or will be traveling near them need to
be aware of any rapidly changing conditions and take appropriate
action.
This flood advisory is to serve as a heads up for a strong storm
system that will impact California on Friday and it means that
localized flooding of urban areas and some small streams or creeks
is expected on Friday over the advisory area.
