I might expect a certain degree of animosity from a random person in
the US (although I don't think I have experienced that personally),
just because there is influx of foreigners in search of comparatively
better life conditions. They'd work for less money, speak poor
English, wouldn't fully accept local cultural norms, etc. - I mean,
why WOULDN'T someone be upset? But that doesn't seem to project, at
least linearly, to the behavior of the law enforcement employees. The
demographic situation in Russia is only starting to become similar in
Far East, where there are now many migrants from Northern China. OTOH,
someone from say Kazakhstan would not be be considered quite like a
foreigner, given he's from a former Soviet republic. So I'd say there
is still a certain degree of interest and bewilderment toward
foreigners, rather than emotions of the kind "we've had enough of
that, and we want you out". |

It may depend on where you live. I have heard of people down south
say out of staters are ask to pay their fines in cash. Otherwise
spend the night in jail. Small town cops seem to be worse than big
city cops. |

Actually, what I meant was a comparison of American cops to Russian
cops in terms of politeness and tolerance for the ill-behaved.
As to American police treatment of "dang ferriners," you, being
Russian, are more likely to be treated as an interesting-but-benign
oddity, while Hispanics are more likely to be treated with outright
contempt. |

While I am sure that helps it really is just a matter of time
nowadays. I have had two people hit me in the past five years while
my car was in a parked position. I haven't had a ticket I had to pay
for in more than 5 years. But I have been stopped a number of times.
And when I was a kid I got stopped all the time. It makes a big
difference what time you are driving, the type of car, how old your
are, your looks, who you know, and what you say. If you are
driving a crap box they are more likely to pull your over because they
figure they can get you on something. If you got blonde hair and big
boobs they will probably let you go. Once a cop pulled me and another
car over together. He let me go and gave the other guy a ticket. He
knew my father and told him what happened. |

Russian cops aren't impolite, however I wouldn't try, like Om did, to
appear "a bit hostile". Well, I don't think it's such a good idea here
either. I lived in a big Russian city around 1990. There wasn't nearly
enough police, and I think they couldn't drive around because they
couldn't afford fuel. At the same time, highly populated urban areas
didn't have phones in most of the flats. A large dog and a steel door
became necessities. Now, when I'm walking home at night, would I
rather like to be stopped by a gang, or by policemen checking the ID?
There is now more police and I like it much better this way. These
days I carry the passport, which is being checked quite often,
especially in Western Russia - perhaps I'm being mistaken for someone
from the Caucasus region.

Could be so. Most of the time though people think I'm an Arab. Less
often they think I'm a Hispanic. They'd only think I'm a Russian if
they recognize the name or the accent, but that is not a certainty. |

I know where the speed traps are on my routine routes.
I also have a radar detector (that gets taken down promptly if I do get
stopped!).
It helps a little.
But then, so does time management.
If I have no need to speed, I don't. 70 mph is fast enough.

All of that should help a lot. Just remember the detectors aren't a
nifty as they may seem. I have seen cops point their gun only as fast
cars where going by then point it into the air. And there is are find
officers of the town I grew up in. They wait up on the bridge over
the highway. There is a long straight of way on ramp they can use to
speed up and catch you. Because they are up high your doctor won't
catch them. I have seen them do a lot of other sneaky stuff too.
Small town cops are the worst. If there are lots of people and
everyone is going fast than not to worry.

violations. But the car insurance is the big factor. It stays on
your record for six years and the more you get the more you pay. |

I'm all too aware of the limitations of radar detectors...
one of which is that many of our local patrolmen have those "instant on"
guns that are not running "hot".
So, you can only pick them up if they are being used on cars ahead of
you.

From what I heard first hand and read (sort of first hand too - friends
describing their travels) Russian cops are a damn nuisance. They expect
foreigners to pay for the privilege of travelling through Russia.
Every 30 km or so.
Worst thing seems to be the obligatory and constant bargaining. They
demand money out of this world, so until someone is very well founded
the bargain is a must, and because it happens more or less several
times a day it gets boring quite soon.
If I ever go this way I'll do in on my Ural bike. It should be cheaper
to fix it twice a week then to pay more due to "big 'new' bike" factor.
And in case they confiscate it, leaving it will be an option too.
