person handing over his identification to a pet detective and I imagine the
pet detective had more important things to do - like getting the dog to the
dog hospital - than to stand around arguing with an irate owner to fill out
paperwork.

police have locked criminals to immovable objects plenty of times before

You don't seem to understand the dog owner had already broken the law
by leaving the dog in the car like that. From the cops POV he was caught
red handed in a criminal act. It is VERY common for people who are
caught in criminal acts to be involved in other illegal activity. You would
also
think a concerned dog owner would be more interested in the welfare of the
pet than
in bitching out the cop. The fact that this dog owner was not interested in
the dogs welfare certainly seems to indicate that he was much more worried
that the cop would come across some kind of other illegal activity.

Oh, I didn't know you were the judge and jury in this case. My mistake;
I thought it was up to a cop to present the evidence of guilt and have
someone else review it and then pass judgement.
What if the crowd had killed the dog owner? Let's accept that that was
too much. So there's a scale of injury from, say, paper cut or
handcuff-pinch to death. What was the correct amount of punishment for
the crowd to inflict on their vic--err, I mean convict?
