Default Workout Tips

I am going to start a workout plan. My main goal is to build muscle.

Is it better to work a little on each location (legs, arms, back, etc)
each day or is it better to concentrate on one area each day?

Also, I plan on working out for 20 minutes every other day. Does this
sound good?
