I believe even ordinary cigarettes can cause gum disease especially if the smoker has no hygiene. But there are other things or activities that may cause mouth disease and cancer, and not just by smoking. Anyway, if this is true then how did tobaccos make it to the market? There are government bodies to check the products before it can actually reach the consumers, right?

Indirectly - various studies confirmed that smoking affects our health to the huge extend (In the 1930s German scientists showed that cigarette smoking caused lung cancer; In 1938 a study by a Johns Hopkins University scientist suggested a strongly negative correlation between smoking and lifespan; etc). Generally specking smoking affects everything from your fertility to the strength of your heart, lungs, and bones. If your overall health is low/ weak then your teeth will be affected too.

One cigarette wouldn't very much at all, and yes brushing with a toothpaste would remove it.

Smoking effects the teeth
1 Smoking contradicts with the good health of teeth. The effect of smoking is bacterial infection inside the mouth. Because of bacterial infection inside the teeth periodontal disease occurs. The initial symptom of periodontal disease is bleeding from gums. At the next stage as the infection getting intense the teeth starts to break down and pulls away from the gums. Ultimately, the teeth become loose and then fall out.
2.The immune system of the body is affected by smoking. It weakens the capability of the body to fight against infections. Smokers are less equipped to fight back against infections. They have the risk (6 times) to develop gum diseases than non-smokers. Gum diseases make the formation of teeth bad and as a result it become week.
3. Because of smoking bacteria get accumulated in plaque.Plaque can be defined as the gluey white material that builds up whenever we do not brush up properly. These bacteria infect the gum area and it creates irritation inside the mouth. The bacteria also affect the jaw. This eventually speeds up the loss of teeth.
4.Smoking is also responsible for various types of oral diseases like oral cancer. The periodontal diseases make the formation of teeth worse, the infection spread over the mouth and the result is tooth loss. In addition, smokers can also have gum diseases without the symptom of bleeding.
5.Smoking is one of the greatest contributors to the aging mouth. A survey made by the Center for Disease Control depicts that more than 22 million women in the United States smoke cigarettes. This habit also contributes to teeth staining.

This will lead to bad breath, stains on teeth, black gums due to shortage of pigmentose and other gum diseases, if in worst case scenarios this will even lead to oral cancer.

Im no dentest, but a strong mouthwash [out of a chemist] after brushing keeps my teeth looking well and im a very heavy smoker, cannabis and tobaco. also had a bit of gum desiese, it was like a hole in my gum above my two front teeth and the dentist said it would not heal wile smoking (bad times), it was just getting larger until i started useing a strong mouthwash witch sorted it out completly (good times).

1.Smoking leads to discoloration of the teeth. Smoking reduces the flow of saliva which cleanses the lining of the mouth and teeth. Saliva also protects the teeth from getting decayed. So, when the amount of saliva gets decreased due to smoking, teeth gets discolored.
2.Smoking affects the immune system of the body. It weakens the capability of the body to fight against infections.
3.Bacteria get accumulated in plaque (the gluey white material that builds up whenever we do not brush up properly) due to smoking. These bacteria grow within the gum area and cause inflamed gums. The bacteria also affect the jaw. This eventually speeds up the loss of teeth.
